Effective April 2026. Censum LLC is a property tax intelligence platform for covered Illinois counties.

What Censum Is

Censum operates censum.tax ("the Service") to provide informational property tax analytics and evidence for homeowners in covered Illinois counties considering a property tax appeal.

Important: We are not a law firm, not certified public accountants, and do not provide legal or tax advice. The Service is for information only. You are solely responsible for deciding whether to file an appeal, meeting your county's deadlines, and (if filing yourself) submitting a complete and truthful filing to the applicable county review body or the Illinois Property Tax Appeal Board.

Acceptance

By accessing or using censum.tax, you accept these Terms. If you do not agree, do not use the Service.

Accounts & Payments

Fees are charged one-time per property (PIN) per tax year at checkout via Stripe. We do not take a percentage of any tax savings or appeals credits. Censum does not offer refunds for delivered evidence packets or Long-Shot snapshots. These are digital products; once delivered or made available, packet and snapshot fees are final because the analysis can be read, copied, downloaded, and used immediately. Billing errors, duplicate charges, failed delivery, wrong-product routing, or materially broken files may be corrected by support. Every paid packet tier also includes a next-year credit equal to the packet fee if the Board grants no reduction after timely filing. Long-Shot is a separate snapshot for properties below 50% modeled win probability and does not include the next-year credit.

If you choose the no-risk Success Plan, Stripe collects and saves your payment method, but Censum does not charge the packet fee at checkout. Censum may charge the flat $149 Success Plan amount, plus any selected optional add-ons, only after Censum verifies a qualifying assessment reduction for the property and tax-year review. The Success Plan is not a percentage-of-savings fee, does not guarantee a reduction, and does not include the no-reduction carryforward credit because no packet fee is charged when no qualifying reduction is verified.

You are responsible for maintaining the confidentiality of any account credentials. Censum is not liable for unauthorized access resulting from your negligence.

Intellectual Property

Censum owns all rights to the conviction model, scoring methodology, design, and website code. You own the data you provide (e.g., your email). You may not reproduce, reverse-engineer, or redistribute the Service or model without written permission.

Public property records (PIN, assessed value, sales history) are sourced from official county assessment and appeal records where available and are in the public domain. Censum does not claim ownership of those records.

Limitation of Liability & Disclaimers

The Service is provided "as is" without warranties of any kind, express or implied. We do not warrant that the Service will be error-free, uninterrupted, or that any appeal will result in a specific tax savings.

Our appeal-screening model is built on historical public records data and machine learning. Model output is probabilistic and not a guarantee. The modeled win-probability tier and recommended packet path are decision-support tools. Public records contain errors; our analysis reflects those errors.

To the maximum extent permitted by law, Censum's total liability arising from the Service is limited to the fees you paid Censum in the 12 months preceding your claim. Censum is not liable for indirect, incidental, consequential, or punitive damages, including lost profits or savings.

Concierge Support

If you add Concierge, Censum collects the official CCAO authorization form, prepares the Assessor-stage SmartFile workflow after review, and tracks the receipt. Board of Review filing is separate and may require customer or attorney action. Censum does not provide legal advice.

Concierge fees are separate from the evidence packet and are disclosed at checkout. If your property or appeal requires legal representation, that is a separate engagement with outside counsel.

Data Accuracy & Sources

Our data is sourced from public county assessment and appeal datasets where available. Those records contain errors, omissions, and outdated information. Our appeal-screening model is trained on historical appeal outcomes and assessed value trends. We disclose precision metrics and limitations on our methodology page. Nothing on this site constitutes a guarantee of any specific appeal outcome.

Your Responsibilities

    Review the evidence packet, modeled win-probability tier, and recommended packet path. Do your own research.

    Decide whether to file an appeal. Filing is entirely your decision.

    Know your township's appeal deadline. Censum sends reminders only if you opt into township alerts or purchase Concierge. Otherwise, you are responsible for tracking and meeting deadlines.

    If filing yourself, submit a complete and truthful appeal. Censum does not verify your filing on your behalf.
Governing Law & Jurisdiction

These Terms are governed by the laws of the State of Illinois, without regard to its conflict-of-laws rules. Any dispute arising from the Service shall be resolved exclusively in the state or federal courts located in Cook County, Illinois.

Changes to These Terms

We may update these Terms from time to time. Material changes will be posted here with an updated effective date. Continued use of Censum after changes constitutes your acceptance.
